Hmm... might as well just use russian server stats since you are taking the AGGREGATE, meaning that Russian server stats have the most weight. Russian players make up roughly 2/3 of the total WoT population.
The thing is OVERLORD, I completely understand what you guys are trying to do when it comes to tank balancing by using tank win%, players with less understanding will question the technique by saying things like "what about modules/crew training/equipment that will favor a few peoples tanks etc etc", the thing is after significant amount of players each playing significant amount of games on a certain tank, all minor things becomes a "wash" that has no significant statistical meaning.
However there is an underlying problem to this method, because it only "washes" on one level. There is a higher level of balancing that it does not "wash", and this is cultural/regional. You can say that the NA, EU, RU each is a different region/community, and each of these communities will have a distinct yet subtle differences in gameplay that affects the general population. These differences can be major things as certain tanks each region gravitates towards (EU plays more german tanks, RU plays a lot more soviet tanks, etc) to more subtle things such as one region having more campers or rushers due to the gaming culture. Now this regional/cultural differences can also be "washed" if you treat each region as an individual and have a significant amount of these individual regions each playing a significant amount of games on every tank.
How here is the problem.
1. You have only 3 regions to collect data from, which is not enough to get a proper higher level "wash" effect.
2. You don't treat each region as individuals, you give more weight to the region with more players thus completely negating the semi wash effect you might get if you treated each region as individuals.

Overlord: Initially we gather stat data separately for all 3 game servers, then if needed we switch to aggregate values. Continuous monitoring showed that players worldwide use any tank X almost in the same way with almost the same performance, the difference lies within the statistical error limits.

New game modes:
- Encounter battle (two teams are to capture the base in the middle of the map), Assault (one team attacks, the other one is to defend the base).

It has a lot more impact and ramifications than the simple change it appears to be.

ChrisK: It hasn't been a large point of contention - sure, there are dozens of vocal players in the forums, with anecdotal evidence of potentially hundreds more, but the complaints are a relatively minor number compared to the requests for more content. Likewise, there is less evidence (proportionally) on other server clusters that this is an issue, making it prevalent only on the smallest server cluster here in North America. It's not that we aren't important, it's just that right now we make up less than 5% of the entire customer base. If even 20% of the NA players are dissatisfied with matchmaking (and the forum evidence shows that to be less than that actually, in spite of the high activity in this and related threads), that's still just 1% of the entire player base. And if the other 99% would rather see more content and can live with the MM, than we need to deliver that content first. I personally support changing the matchmaking system in several ways, not all based on Tiers or spreads or the current algorithm used to allocate spots in battles. We'll see if we can get any of them approved, implemented in a build, tested, and refined enough to use. If you're even more curious to see what's coming, I suggest joining the Supertest team. :Smile-playing:

ChrisK: Yes, we would not test that in public though. Aside from implementation testing, it would have to go through QA and Supertest. Again, it's a matter of where we want to use our resources. I'm not saying we'll never change MM - I expect we will make some changes as we move forward, probably with every release - but that there will certainly be no overnight sweeping changes, and the resource allocation and development time and priorities are the reasons you won't see this happen until at least after v 0.7.

ChrisK: We have an internal document that is not for public release (so don't ask for it!) that goes over our entire concept of what we're trying to do and why, so that everyone on the team knows what our goals are. Breaking the rules (yup, that's me Overlord!), I am going to mention a couple of things from that document. These are not direct quotes (and since I translated the document from the original Russian, I can be sure of that!), but they are the accurate and sincere desires of the entire development team: Our goals are to provide fun and excitement to our players - note that there is no mention of profit in there - with very little advantage to Premium players except a savings of time, also players should not spend too much money (seriously! If you're spending more than $20 a month, slow down and enjoy the game more!), and we want to focus more on casual/light gameplay than hardcore competition (such as Ultimate Conquest). Yes, you read that right - wanting player to NOT spend too much money is one of our core values! And to break my own rule about paraphrasing the document, here's a direct quote: "Our basic approach to working with the players is expressed in our three rules: do what we know, do what we love, and respect our audience." If you're not feeling that from us, we do need to improve. And we're working on that. Please continue to tell us how we can improve without just criticizing what we're doing now, and expecting a miraculous change overnight. We're not going to promise you the moon, but we are going to continue to improve the game for as long as it's around, which we expect to be a long, long time. :Smile-izmena:

ChrisK: As I explained in the answer to #1, controversial to us, because we depend not only on the support of the minority of vocal players who may or may not want the MM spread reduced, but also on the millions of others who are fine enough with the system to play instead of complaining. Not that you don't have valid points - I hate getting Lowed in my Hetzer as much as anyone else - but when I'm the sole T4 TD in a team of T8 heavy tanks (which happened to me the other day actually) I understand that my role is to scout and distract, survive as long as I can, then move on to another tank when I inevitably get one-shotted by an ISU. You have to burn a few tanks to make a good crew, and even though I got killed, as I knew I would, my challenge wasn't to get kills but to help my team succeed. And I still got way more than enough credits to pay for repairs and ammo, and some decent XP for assisting in the victory. I don't see it as a forced defeat, just another challenge and another way to play. I mean, let's face it - I'm not going to waste my time bragging about killing a Hetzer with my Lowe, but if I can track a Lowe with my Hetzer long enough for arty to hit it and another heavy to move up and knock it out, that's something to be proud of! Heck, my 7-year-old was excited to tell me the other day he played a battle where he got hit 25 times before he was killed! He dies all the time, but he enjoys the gameplay because it's just plain fun. And no, I don't spend any money on his account. He gets the free stuff only, just like anybody else.  :P

ARGO: What I cannot stand is when you defending and you wind up being spotted by the enemy and your trying to fight the good fight however theres 5 of them and one of you. Now you can clearly see your team mates are within spitting distance of you but for some reason like deers in the headlights they are just sitting there and watching you get pounded...No help, no arty cover fire, nothing. So now your dead and you find out why....They were all to preoccupied attempting to be the one that kills that Maus, IS7, of VK4501 Ausf B. Your team now loses because instead of assisting their team mates, they wanted to glory hound a kill and wind up either getting owned or leaving a huge gap for the enemy to walk right into the base.
Another thing is that I also play Arty and the Priest is my tool of the trade for that, I can't tell you how many times "especially in Lakeville" I will set up and immediately start firing rounds into the area where I believe the enemy will lie in wait. Now I do this so my team can advance and I can keep the enemy unsettled and moving around "Just like real arty do". Many battles I have had and again in Lakeville "Valley rush" when your arty pounds the known areas of enemy set ups while your team advances we have won easily because I do not give the enemy a chance to set up and or even take aim. Now sure I won't get a whole lot of kills, but I do get a whole lot of wins and my team benifits on getting out of the match with most of their tanks intact.

The data data mined from EU and NA servers list the T44 with a much more comparable win% that is on par with the M26.
Anyways why not display statistics from the NA and EU servers also?
Or does the RU server statistics have more influence due to the its higher population?
Why not use NA server stats since NA has a much more balanced selection of tanks with no one faction hugely overrepresented.

I then tried to use Paypal. I went through the paypal site and paid and it took me back to the Playspan site where I was before. It seemed to be stuck though and Playspan was still asking for me to go to Paypal and pay. Items were still in my cart, no confirmation email, etc. I contacted their support and they said the transaction was cancled due to some top secret security filter. However I checked with the bank and I was debited the $44.85 for the 3 cards. They suggested I pay with a regular CC, which I already tried and didn't work. They then just repeated their line about their top secret drunken howler monkey working payment security for them.
In the end I have no cards and yet appear to have been billed $44.85.

ARGO: If you were trying to do it with your existing account it won't because your forum name must match. Also most likely the server recognizes your I.P address and knows there is already someone registered with a different name.
