To my knowledge things have changed a little bit in that regard since my time in CS - even if you receive the cookie cutter "use the in game reporting function" reply for passive play, deliberate and clear intentionally passive play is still considered unsportsmanlike conduct and if it can be proven via a replay, strikes are issued. 

The kicker is that it can often be difficult to prove that the passive play was intentional, hence the direction to the in-game reporting function, as in-game reports stack up over time. 

I think the distinction was made in response to the rule that was issued against intentionally driving into the enemy team every game.

I hear you and I respect your opinion, and take my opinion with a grain of salt because I've about half the total battles played that you do, but I see a few indicators or recent trends that give me some hope.

First off, it seems like vehicles are being balanced in a bit more timely fashion, if I were to guess, likely in an effort to level the playing field a bit before additional sweeping mechanics changes are implemented. This is pure speculation on my part, as I don't have that kind of intimate insight into the workings of our development teams.

Second, there are features in 1.13 which are more exciting than others. Persistent shell tracers should bring back some of the counter-battery dynamics. Changing the way that HE mechanics work should also, hopefully, mitigate some of the impact that Wheeled Vehicles have on random battles and competitive play. HE Shells being able to penetrate through screens should give us players an option to directly counterplay wheelie bois. Of course, those shells still have to hit which is a different story altogether but nailing a cheeky HE shell on a Wheeled Vehicle only to crit one of its wheels for 0 damage will hopefully be happening much less. "Better" and "does nothing" are very loaded and subjective statements - there have been multiple iterations of testing and entire concepts have been scrapped - which is an indicator, to me, of receptiveness to player feedback. It's not perfect and I hope continual efforts will be made to dial in these mechanics and the vehicles that rely on them, but if you ask me the fact that there have been multiple sandbox tests over the course of the past 2 years and additional dev Q&A's for upcoming sandboxes is a show of good faith - and the problem with the "best" solution is likely that it doesn't exist. There is no one-size-fits all fix that will address all of the different player pain points, but the level of responsiveness to feedback is historically unprecedented, from what I've seen as a player since 2012. 

And I always say that sandboxes, common tests - all of these are poor substitutes for testing on a live server environment. Players behave much differently on test servers, and test servers only provide us with data from a slice of the overall player population. The live server environment will really put these changes to the ultimate test.

That's certainly one way to look at it. Like I said, I encourage you to test the new mechanics out for yourself in detail before making any sweeping judgments about the changes.

Regardless, intentional passive play is and will continue to be a rule violation unless the rule violations policy receives subsequent changes, and the same can be said for promoting rule violations. I am happy to continue compiling y'all's feedback and doing my best to accurately represent the sentiment of the NA Community. Whether or not you feel that providing that feedback is worth your time is, of course, up to you to decide; but I'm still going to be on the lookout for any and all feedback from our community of Tankers. That's not going to change anytime soon.

Just your friendly neighborhood Domo popping by with a completely-unrelated reminder that the best way to report players for intentional passive play is with a ticket and attached replay.   Jokes aside, there actually is a camp of players who feel that the shell changes will result in a net buff to artillery. Whatever camp you may find yourselves in, I encourage you to approach the update with an open mind and give it some time instead of searching for confirmation to preconceived notions of what the new mechanics will entail.

DomoSapien: Guga foods is amazing. Some of the experiments are questionable (pepto bismol, yuck) but I've definitely leveled up my Steak game watching his content.

I tried the dry-aged egg yolk grated on top of my steak, that was a resounding success, and I always dry brine my steaks nowadays. 

A friend shared another little tip with me that I've used with some relative success, if you put a thin layer of mayo on either side of your steak before frying it, the fat in the mayo will give it a nice little crisp. And it doesn't really impart any mayo flavor into the meat.

Draschel: FV4005 has a high skill floor.  It takes alot of knowledge to utilize the slow reverse speed safely, the poor camo values safely, its large size safely. Likewise, it also takes knowledge and skills, to operate with poor turret armor, aiming for weakspots to ensure penetrations instead of spall splash, operating with such low ROF, Etc. Unfortunately, completely bipolar, FV4005 is rare in that it also has a low skill floor, too. It doesn't take virtually any aiming skills at all, if the user is content with center-of-mass aiming, and simple HE shells not the HESH. 400-800 damage is better than nothing, to which the user would be getting with such an attitude using other vehicles. Unlike the OI or KV2 or SU152, FV4005 is also considerably more accurate with good shell velocity, ensuring easier center of mass aiming.  Generally, it is a slot machine. Poor players complain it is useless. Great players don't like it because of HE inconsistency.  FV4005 certainly didn't need the nerfs, It needs a gun-balance change, not traverse and reversing nerfs.

Which they aren't, and to which those don't. He is saying the same thing. Don't cap premium pen, because of this tank. And that tank. And this tank. And that tankArguing over the internet doesn't work. No one is here, except you and I. The two guys that considerably understand the game, left. Because they know fully well talking to you is no better than a wooden post. Youtube him. He is literally 2x as good as you. Draschel: i don't know wher people get this dumb idea,  gold ammo makes people great.  or gold ammo makes armor useless typically, in advances and CW, I see blocked damage all the time on tanks you wouldn't expect, if gold was the norm. 277, 907, 140.  i can easily see a youtube vid of iyouxin sitting in KV4, 112, VK100 01P and get plenty of blocked damage. Even against users firing premium.  But people, like you, that don't understand and want to be lazy and let armor do everything for them,  well  how do you think that seems?

Draschel: important to note  double stabilizer works for providing bonus on tanks that need agility too Bourrat maybe fast, but its traverse isn't too good. Same with skorpion and SU130PM and Grille.  heavy tanks also benefit, in speeding up their turret traverse

Yes, in the sense you still chose to shoot enemies and play the game knowing they'd get charged, that's 'your fault'. But the blame is on Wargaming for making that the design.   In other words, telling Arty - who is already very limited as to when they get targets - 'if there's an ally near, don't damage the enemy, don't get the reward for your tank of doing damage', is often a bad idea and pretty clearly a badly balanced set of incentives.   It's bad design, so deal with that, instead of trying to blame arty for dealing with the bad design and the impact Wargaming created.   Other tanks don't have to deal with that tradeoff, and Arty shouldn't either.

Not to mention the first part is so utterly hyperbolic it's not even funny.Back when team damage was a thing, do you think people who fired into a group of brawling tanks and damaged a friendly weren't to blame?Do you think people who push you out into enemy fire aren't to blame?Both of those are things that WG allow (or did allow in the past). Doesn't mean you aren't to blame for doing them. Any system can be gamed, so personal culpability for your own actions is still an important thing to take note of. To be honest though, I'm not sure why we're arguing. We both want team stun to be removed, unless I read your opening post incorrectly. Whether arty players are to blame for stunning teammates right now is only a sidepoint.

Jaguarz: I actually pimped mine out for maximum traverse, it turns about the same as a M48 which over stock is a huge difference, it will take a wheelie to death circle me and I can run past other casemates and circle, shoot, circle, shoot to hilarious effect

Elias_K_Grodin: That's fine, my partner "foodprinter" got the same thing when he moved over from WoT to WOWS 3 years ago so we're used to getting constructive "plank-walking" from time to time! But in all seriousness, the video game industry is a close knit community and we sometimes look at other titles out there, sometimes within and outside WG, for fresh ideas or concepts that were proven to work. While you have some good points with events and features that appear to appeal to veteran players, we actually have been fairly successful within the past year finding new players and audience that continue to play WoT and even WOWS. Hey_man_Gneis_shot: That's fine, my partner "foodprinter" got the same thing when he moved over from WoT to WOWS 3 years ago so we're used to getting constructive "plank-walking" from time to time! But in all seriousness, the video game industry is a close knit community and we sometimes look at other titles out there, sometimes within and outside WG, for fresh ideas or concepts that were proven to work. While you have some good points with events and features that appear to appeal to veteran players, we actually have been fairly successful within the past year finding new players and audience that continue to play WoT and even WOWS.
