GeneralDirection: Hmm. This wasn't really discussed when we planned the contest, so
I'd say as long as it's within the realm of sanity it's fine. Do
keep in mind we have to download all of the files submitted, so if
they're very large it could cause issues.

GeneralDirection: It wasn't something that we thought about mentioning due to
tournaments not being related to contests and events in the month's
preview, but it's definitely something we'll start including in the
future if the tournament series has been announced.

GeneralDirection: When it's ready is the only real date we can give right now.
Testing is still ongoing for 7.0.

tested it a lot even before the tracers were switched off. This mod
can't give any real in-game advantage, so it's usage is not
prohibited.

there is a lot more too it than "kills" damage done is calculated
too, and a lot of other factors, like time, location, surrounding
enemies, etc.. And there is also two systems a "game" system that
analyses each game, and a "overall" system that analyzes the
players overall FF activity.
7.0 makes some improvements, like a overhaul of the auto TK/FF system, which is a lot stricter, and also the in game auto report feature.
The above has been sent off to developers so they can work on improving the system further.
And I've edited your OP, encouraging people to break the EULA is a sever rule breach. So i';ll save you the hassle of being modded later.

Vallter: Well, since he has author rights on his Modification, adding it to
the client would violate his rights. So we should purchase it. Even
if author will set a price of 1 cent. Also this is something about
rewarding a good work, and not about making business on it, as you
may notice reading my comment below.

Obviously they don't even consider just asking to incorporate the code for this. After all, I seriously doubt that mod was developed with eventual monetary gains in the back of their head. But no, for them it's naturally all about money, money, money. They can't even think it would be possible to get the mod code for free because they are too focused on... money, money, money. I think that is rather revealing with regards to our precious devs...

And don't even get me started on how the EULA "strictly prohibits" one thing, but WG looks the other way as long as it suits them...
