Tier Point Limit: 28 Tier Limits: This represents the max tier allowed. Teams are allowed to bring lower tiers. ​ Light: Tier 4 Medium: Tier 6 Heavy: Tier 6 TD: Tier 6 SPG: Tier 5     Skirmishes now have three days of group play (Monday-Wednesday) followed by a playoff (Friday-Sunday). Teams can choose to play only in the weekend playoff or participate in group play for better seeding and greater prizing.   After completing group play, a standings table will sort all teams across all groups based on points earned against points possible. Prizes are awarded at completion of group play to teams finishing in the top half of the standings. These teams qualify for the Alpha Playoff. The_Chieftain:   You don't need to go as far as Nazi Germany.   1976. Ireland. All registered handguns were required to be turned in under a 'temporary order' due to the violence going on in Northern Ireland. Owners had 'rights of visitation' to their pistol in Garda HQ. "Temporary order" only reversed after the Irish High Court told the police they were being silly and had to give them back, in about 2004. About half the pistols remain unclaimed. 1970s, New Zealand. Pistols confiscated as illegal using a list maintained since the 1920s. 1996, Australia. List of registered/licensed semi-auto rifles used to confiscate them. 1995s Canada. Anything declared 'prohibited' during the Great Sweep (to include Olympic pistols) had to be turned in. Cue significant embarassment that even the UK Olympic shooting team had to practice outside of England. New York City. Long gun registry started 1967. Weapons declared prohibited and confiscated 1990s 2013. New York. More weapons declared prohibited, and registrations used to identify them. 2014. Connecticut. Something similar, except the only people being targetted are the folks who tried to register their weapons and missed the deadline.   There have also been a large number of incidents in the US against individuals who, for one reason or another, have come up on a radar and had their known firearms removed.

The_Chieftain:   It's not paranoia if there is historical precedence of the fact.   The laws getting gutted tend to be pretty damned stupid to begin with. Many of the ones which aren't are over-reaching. It has been a very long time since a firearms law went through congress that tried to do anything useful, and only that useful thing.

dance210: General Skirmish Rules & Regulations:   By participating in any World of Tanks Skirmish tournament, you agree to abide by all rule sets, tournament regulations and administrative rulings.   Team captains are responsible for their team’s conduct and their team’s full understanding of the rules.   Team names Team names must adhere to game and forum rules. Team names violating game or forum rules may result in tournament disqualification and include game bans. Tournament administration reserves the right to edit team names.   Participation Requirements All participants must log in to World of Tanks at least once before being able to register for any Skirmish. There is no maximum number of teams; all teams that fit the registration criteria may participate. A team must have at least the minimum number of players, and no more than the maximum, to be eligible for acceptance in the Skirmish.   Disputes A dispute is a claim against an illegitimate result by an opponent’s violation of a written Skirmish rule.   Disputes must adhere to the protocol detailed below or risk having the dispute dropped by tournament administration. Disputes must be submitted immediately after the round has concluded. Disputes must be emailed to tournaments@wargamingamerica.com The email subject/title must include the word “Dispute:” followed by the name of the event for which you are filing a dispute. Disputes may only be filed by the team captain or any team member listed under team’s contact details.   Disputes must include the following in the body of the email or risk having the dispute dropped by tournament administration: In-game name of the player submitting the dispute Name of the Skirmish Your team’s name with a link to your team’s page created for you during registration Your opponent’s team name and a link to your opponent’s team page created during registration Reason for dispute: e.g. “I would like to report the team for using a tank that was not allowed, the StuG III.” An attached replay of the disputed battle(s)   Additional notes: Opposing team captains will be alerted of the dispute by forum PM after the dispute is processed. Captains are responsible for monitoring their PM inbox. Three upheld disputes during a group stage reverses all scores from the offending team for that round. One upheld dispute during playoffs disqualifies the offending team from that round. Publicizing disputes prior to resolution is subject to penalties at tournament admin's discretion, not limited to: Disregarding the dispute Immediate team disqualification Removal of offending player from the event   Remakes & Server Issues A server issue is any instance where the server is unable to correctly deliver the tournament battle impeding tournament progress for all teams. If server issues cause a missed battle, the battle will be rescheduled by tournament admins to reproduce the missing match. Visit the Skirmish forums for the latest information. Teams must allow up to 30 minutes for a scheduled round to initiate. If the match remains missing after 30 minutes, the match will be rescheduled another day. Map settings cannot be adjusted once a special battle is initiated. Map settings become valid as they stand once a special battle initiates and are valid toward point accumulation.   Other Warnings and Disqualifications All penalties may take into account the severity of the violation, resulting in greater consequences. Teams can be disqualified from future Skirmishes and Wargaming tournaments for unsportsmanlike conduct including, but not limited to, foul language, racism, profanity, disrespect of an official, streamer or caster. Teams can be disqualified for intentionally using any prohibited bugs, exploits, hacks or are found to be utilizing unfair methods of competition by the tournament administration. All warnings are final. A second warning for any other infraction of the rule-set is grounds for immediate removal pending an investigation by the tournament administration.   Skirmish Settings Standard Skirmish Settings Game Mode: Conditional Team Size: Conditional Substitutions: Players may be substituted freely between battles within a round, but must be on the roster at the start of the competition Battle duration: Each battle will last a maximum of 10 minutes; if there is not a winner within the time limit, the battle will be considered a draw Schedule: The Skirmish schedule will be finalized at the close of registration, once the final team count has been determined Restrictions: There are no restrictions placed on equipment, consumables, crew or ammo.   Variable Skirmish Settings The below settings may change with each individual Skirmish and will be announced with the start of registration. Team Size Game Mode Map(s) Tier limits Tank restrictions Prizes Victory Conditions Schedule   Before the Round Players are recommended to be online at least 15 minutes before the start of the round. Reserve players are an available option to replace team members that do not show up for the Skirmish. A team automatically forfeits the battle if not correctly readied by the scheduled time. If a team cannot provide the minimum number of players for the battle, they may still battle with available players, unless otherwise stated on the tournament page. If a team cannot provide the maximum number of tier points for the battle, they may bring fewer tier points, unless otherwise stated on the tournament page. Every player is responsible for understanding all material in our FAQ. Team captains are responsible for ensuring all tier rules are understood and followed.   During the Round Ensure that replays are being saved to your replays folder for documenting your battles. Use screenshots as supporting documentation when necessary. Send a forum PM to the Skirmish OP for any immediate concerns.   Gold Payments Gold is credited to player accounts as quickly as possible. Gold payments could take up to 7 days after the Skirmish has finished to be credited. There may be a delay in crediting the gold if a player changes his/her name during or immediately after the Skirmish concludes.

dance210:   As long as you have the minimum number of players (3 for the Ultimate Tanker) and your team is Pending Approval when Registration is closed, your team will be accepted.   The reserves are there so that teams have extra players, in case someone can't show. There is no requirement for this tournament to have reserves :)

The_Chieftain: That was my philosophy as well. (Actually, on all my US heavies). It's fast enough to keep up with the mediums (not right up with them, but close enough to give supporting fire) and beats up on anything else fast enough to be involved in that fight. It's fast enough to get into trouble easily, but unlike most Tier IX heavies, is also nimble enough to get itself out of trouble once it's in it.   The armor is, as mentioned, unreliable. It has potential to bounce most anything on the field, but you can't expect that it will usually do so. I consider the armor to be more of a saving throw: if you're relying on the armor to avoid taking damage, you're probably doing something wrong.

The_Chieftain:   They're not, as a general rule.   the problem is the additional qualifiers usually tacked on to the legislation. Witness the legislation proposed shortly after Sandy Hook. If the -only- thing it did was provide a facility for background checks to cover person to person transactions, as the "popular" media sound bite held, then it would probably have passed. However, if you read the bill itself, it added inconvenience, expense, and record-keeping requirements.   just had an ace tanker in my Batchat. No gold for them. I either have fantastic games in the thing (about one out of three) or more usually, complete dogs.

dance210:   Correct,  in order to earn the Type 59, E25 and/or month of premium, you need to be one of the top gold earners throughout the entire tournament. That will most likely mean doing well in most, if not all, parts.   The gold prizes are given out during each part of the tournament,independent of how many you sign up for.

The_Chieftain: WRT Constitutional applicability to non residents, no, it is not equally applied. See Demore v Kim, 2003. It is true that the vast majority of the Constitution applies to all persons (eg 1st, 4th, 5th Amendments), but the extent to which they apply can differ as not all persons are similarly situated. For example, it is legal to discriminate against legal residents when hiring in certain circumstances. When it comes to firearms, the question is "what is a reasonable restriction?". No right is absolute, not even to US citizens.

I cannot think of any other feasible proposal which does not automatically incur some form of hypocrisy.   If you believe that an individual, any individual, be it he or she, old, infirmed, or a fine, strapping lad of 30 years of age, has the right to defend himself or herself to the best of his or her ability, to whatever level of force is necessary to secure that aim, then it seems unconscionable that one should unreasonably limit the practical ability to conduct such action. Nothing has yet proven more reliable in the role of a personal defense weapon than a firearm.
