The_Chieftain: WRT Constitutional applicability to non residents, no, it is not
equally applied. See Demore v Kim, 2003. It is true that the vast
majority of the Constitution applies to all persons (eg 1st, 4th,
5th Amendments), but the extent to which they apply can differ as
not all persons are similarly situated. For example, it is legal to
discriminate against legal residents when hiring in certain
circumstances. When it comes to firearms, the question is "what is
a reasonable restriction?". No right is absolute, not even to US
citizens.
