It will take effect next week. But it will be only a start. Also, unfortunately, there is no system to grant a possibility to be always on the top of the list. There will be always battles, were you will be in the bottom. Even if you play a Top Tier tank.

GeneralDirection: We’ve developed changes specifically geared toward improving the
matchmaking system. These updates will take place with the next server restart and
are intended to improve the matchmaking experience at all tiers of
the game.
The changes look to address comfort levels players have with their tanks while they are still learning them, providing an optimal experience to ease you into each new tier of the game. While queue times have increased slightly with the implementation of the new monitoring system, it will allow matchmaking to make tier range within a match much tighter than previously in many cases.
As always, we encourage feedback on the matchmaking system and will continue watching for ways we can improve the gameplay experience in World of Tanks.

edit: actually, now that I think about it, it DOES help low-tier non-stock vehicles too. They're more likely to be seeing stock high-tier tanks than they are elite ones. Pretty clever actually.

edit: actually, now that I think about it, it DOES help low-tier non-stock vehicles too. They're more likely to be seeing stock high-tier tanks than they are elite ones. Pretty clever actually.
Overlord: N depends on vehicle tier and class. Plus there are some exceptions
for premiums.

Overlord: Vehicles are balanced on the basis of their combat performance
data, not in accordance with their specs.

Overlord: Trying out so called smart matchmaking that takes into account the
number of battles played on the vehicle. If the number of battles
doesnt exceed N, vehicle is matched according to its minimum combat
tier.
