pizzastorm: 1) For me it depends on how well I am liking the tank and the line.
I like battling in the higher tiers so sometimes I will blow by the
first few tiers in favor of quickly moving up the tech tree. This
means that often times i do not get my crew to 100%. I am working
towards my 7th skill in my IS-6 though 
2) This one is situational. There are definitely times where is pays off to sit back and take shots at the enemy. Especially if you are far enough away to where they can not shoot back. Seeing as how I like to brawl though, I like to speed to a good spot where I can sidescrape and slow their offensive.
3) This one has been answered. Just note that it will take a long long time to get all the skills and perks. I have never seen it.

pizzastorm: Definitely agree with continuing to try even though your team is
getting smoked. There are plenty of times where you can win a
seemingly sure loss game. Atthe very least you can shoot for
achievements or pad your stats if that is what you are into.
Driving into to the water to avoid being destroyed by the enemy is
not the way to go!

for the final spot, which means that no tie breakers are necessary.

pizzastorm: This is all great advice. The biggest improvement to your play will
come when you take the time to think about the situation you are in
and make sure you are not doing something you will regret. Map
awareness is one of the biggest things you can have, along with
knowledge of when to "trade damage". In reality, as Officemonkey
points out, you want to get away with doing damage without them
being able to return it. For this, I suggest you look up some
tutorials on our forums in regards to angling your armor and
baiting shots.

while before learning its weak spots. If you do decide to get this

A quick search on the forums can bring up dozens of posts on whatever question you may have.

Generally, I am too aggressive and not situationally aware enough. By the time I realize, oh crap, I'm outmanned here, it is usually too late to extricate myself.

I agree that this can happen.
As long as you learn something each time it is still progress. Even if it is a specific location on a specific map against a specific tank. All of this experience will slowly accumulate until no tank can take you down.
