Registration ends: December 21, 2012 at 9:00AM PDT (12:00PM EDT) Victory Conditions The winner of each round will be determined as the first to 3 victories on a given map.
Each battle will last 10 minutes.
The Standard battle mode will be used for this tournament. Tier & Point Limits
With maximum number of 7 players per battle, a team (maximum 10 players per team) must field a selection of tanks based on the below tier limits. Heavy: n/a
Medium: 3
Light: 3
TD: 3
SPG: 3

I definitely read feedback threads and generate reports on all the extractable value that comes from it. The more specific the feedback the better.
The mechanics of the game and all mighty never miss arty, as well as matching lower level tanks with levels they can't even scare much less damage, sort of make me think WG doesn't read this stuff and doesn't care what it's customers think. I would like someday to see at least one issue addressed, like the matching of tanks where one can't hurt the other or arty that's seems to never miss at 500 miles, through a mountain, and even stopping to pick some flowers along the way. Balance in the game, even somewhat would be worth seeing.
I understand, you don't feel heard because you don't see changes implemented quickly enough to accommodate player demands. But you're definitely throwing the baby out with the bath water here. We read and collect all feedback and suggestions from our community. We are updating our game very regularly and weigh in player perspective to those changes. The community does have the power to elevate issues to our attention and make them our priority. The matchmaking, as per your example, is under constant internal scrutiny and has and will continue to improve over time.
