ChrisK: Just to address a few of the questions raised in these comments: I am not actually solely a World of Tanks producer - I am a Senior Producer, in part I am responsible for improving the Westernization aspects of all of our games (including WoT). This doesn't include localization (translation and interface), although I have helped out with that occasionally. I like Russian. It's challenging!
When I say that matches won't be balanced on player skill, I mean that we don't want all players with a 54.3% win rate in their tank in the same battle. That would be silly and counterproductive. It would also be frustrating, since your win rate would hover at 50%, balanced by the MM, and no longer affected by your performance - which would only affect who you play against, not how often you win.
PS3 kiddies - even if we created WoT for PS3, those players would only play against other PS3 WoT players, not against PC WoT players. And they probably feel the same way about PC kiddies!  ;-)
Mac version - I've played on my bootcamped MacBook Pro (with Win7) and WoT runs adequately, but not nearly as well as on a dedicated PC. Mainly I think it's the video card. Native OSX would probably run better. In the case of a Mac version, those players probably would be playing with PC players.
By "Westernization" we mean adding features and making interface changes that are more meaningful to Western (American and European) players. Like tutorials, cleaner HUD, customizable interface widgets, better chat tools, and more control over your gaming experience (like when we reduced the MM range and when we gave players the option to avoid specific battle types).
The "Hasty plan" is mainly for pubs and new players. Obviously, as mentioned, once you get into the higher Tiers you probably know your tank and the map well enough to know what to do. And clans plan ahead and practice too.
China, while full of people (many of whom are gamers) is not a country with a high disposable income, like America. While we're working on appealing to both audiences, the Asian markets like a more "pay to win" experience, unlike us capitalist pigs.
100% middle rush - this is the best tactic EVAR! OK, having a *good* hasty plan is important too. But even a bad plan, followed well, is usually better than chaos. Thanks for your feedback!
