plethora of event functionality in at release. The reality is that
when the game was developed we didn't plan for events at this
frequency. It took us a few months to hit a comfort zone when it
came to running events--we didn't know how they would impact the
game and we were careful with their implementation.
Even now some event features are risky and still being evaluated; premium shell discounts are a great example.
Moving forward we'll make sure to approach events with what we've learned and also what we've heard from you--our players. This goes for all Wargaming titles, not just World of Tanks.

reassess the design process for events--I will admit that. It would
be fantastic if we could change these settings on the fly without
the need for programming or QA.
Ultimately, that is the goal. However, we aren't there yet. Just as all games improve their server scripting over time, we must do so too.
It requires development time just like a new game mode, a new tech tree, a new clan wars mechanic or an entirely new feature.
Realistically, we have to prioritize the development of the game--we don't have unlimited programmers or designers (man I wish we did).
So... we aren't able to change events on the fly like we'd love to. We will be able to at some point, but not today and probably not in 8.2.
What I will say is that the NA event planning will be revamped for 2013. December is set in stone, but January isn't.
We'll go back to the drawing board and make sure we do everything possible to account for updates--even if that means multiple "what if?" variants.
I won't promise you'll see a nod to every new vehicle or feature the month it releases, but we'll consider it where it makes sense.
You guys and gals deserve that much, and I'm able to make it happen, so consider it done.

scheduling conflict. I recommend you put all of your eggs in one

CatStalker: It's more useful at later tiers. Once a crew is at 100% primary
skill, you can retrain them for another tank of the same type to
80% primary for free or 90% primary for credits. in this way they
also retain all the secondary skill xp you've earned

There's no relationship between your group number and seeding in the playoff round. Teams in the playoff round will be reseeded based on earned points in the qualifying round.

I think what the OP was trying to say is that regardless of performance he doesn't think players should be penalized worse than just breaking even. This is a complex issue but your feedback is noted.
In the meantime find the Tier you can play at that is profitable, try to platoon when possible, and find resources to help you improve your matches.

simple database changes--they are server files coded by the
programming team, sent through QA to confirm they work, etc.
Altering something means more work for the programmer, another round of QA to make sure that alteration didn't break something, and so on. We'd rather just schedule British events the following month than risk breaking something on the server last minute.

Pacific and Eastern time zones.
