Overlord: Only indirect measures - increase of match-making value for tier 9 mediums, it will have some impact.

Overlord: Cannot answer from "Game Development" perspective (though I believe all armors are not equal), but generally cast steel offers ca. 90% protection compared to same thickness rolled homogenous plate. Depends, of course, on quality - early M4A1 production got so Godawful cast quality it provided much, much less, that got changed later as the production ramped up.
Still, apart from cast vs. RHA, there was also the problem of hardness - generally hard steel protected from projectiles of similar caliber to thickness, but when hit by a large projectile it tended to shatter (recorded for example in Yugo firing tests post-war, with US 90mm shattering T-34 hull armor at places), US preferred pretty soft armor that didn't protect that well, but OTOH didn't tend to crack and produced less spalling.

You may remember I asked for ventilation to be added onto the Hetzer, however now that it's been announced in the patch notes for 6.4 some people are saying that this will effectively nerf the Hetzer for everyone who doesn't install it because vehicles without the ventilation option have a buffed crew already to compensate for this.
I don't see how this is possible as it would mean that without ventilation my Commander is already at 105% and my crew at 116% even though their stats say otherwise so can you please clarify this matter once and for all, will my Hetzer crew be 5% better skilled with ventilation after patch 6.4 than it is now without ventilation please?

Overlord: 6.4 version has been stabilized, thus no more changes to it.
If the rollback decision is taken, the respective hotfix will be released shortly after the update.

Overlord: Battles are held according to prime time of a certain timezone. If you are attacking/defending provinces that belong to the same timezone, such situation is impossible. If not, the same X players can play multiple times.

IS-3 (Object 703) is the Soviet heavy tank of WWII. This steel monster was put into mass production in the final period of war but combat actions were over before it was supplied to the troops. That’s why this vehicle is often being classified as one of the first tanks of post war period. This tank was the continuator of the IS-tanks genus and got the numeral designation “3”. Due to the interesting frontal armor plating arrangement “pike-nose” it got the nickname “Pike”.
The creation of the new heavy tank project codenamed “Kirovets-1” began in the late summer of 1944 and had its own prehistory. The group of research officers headed by Engineer-Colonel A. Zavialov studied the character of damages caused by shell hits on the tank fields of Kursk Battle operation. Attention was drawn to the mass destruction of tanks caused by hits in the frontal part of the hull and turret. The project of new heavy tank IS-3 was developed according to the obtained data.
The main requirement to this new tank was the increase of protection characteristics. It was also planned to change the cast construction of the frontal part to the welded one. This solution was supposed to reduce penetrability of the tank armor by the cannons of Tiger and Panther tanks using armor-piercing and sub-caliber projectiles from all distances. It was also planned to rework the construction of the turret as it was the most vulnerable part of IS-2.
The experience of IS tanks military service had shown that the design of chassis, tank power package and transmission didn’t require any modifications to be mounted on IS-3. The hull of the tank was welded from rolled armor and had no parts of cast armor. The design of the dual inclined nose resolved the issue of the driver-mechanic hatch placement (previous type of IS-tanks had no driver hatch at all). The visibility for the driver mechanic was also significally improved as well as the frontal hull armor plating. Fuel tanks were moved from the combat to the engine compartment to reduce the danger of fire. Tank armament remained the same: 122-mm cannon D-25 and coaxial 7.62-mm DT machine gun, on the roof of the turret was mounted 12.7-mm anti-aircraft DShK machine gun. Bow machine gun and rear machine gun were not mounted.
The IS-3 turret traversing mechanism was arranged in a very interesting way: the electric drive was equipped with a commander's control system. While keeping the target in sight of his vision devices, the commander could push a special button and turn the tower in a direction needed along the shortest path. When the sight line coincided with gun bore line, the tower stopped.
December 18-24, 1944, IS-3 was officially tested in the training range. The tests included run-on operations and attacking by Wespe SPG's and ISU-122's armor-piercing guns from the distance of 600-800 m. The tank did well on the way, and the shelling showed that the front upper armor plate of the hull was not penetrated by a 88-mm armor-piercing shell at 350 m (it left a dent 28-mm deep), and was not penetrated by a 122-mm armor-piercing shell at the distance of 690 m (a dent 35-mm deep). But the front of the turret was penetrated by a 88-mm armor-piercing shell at 300 m, and the side and rare of the tank - at 1000 m.
After the military tests the Object 703 was demonstrated to G. Zhukov and A. Vasilevsky. The Marshals reported on the new machine to Joseph Stalin, who passed the tank into service of Red Army, and its production was started at the Kirov Factory in Chelyabinsk.
Despite numerous rumors and speculation, IS-3 showed up late to the war. When the armed forces of Nazi Germany were signing the act of capitulation, the tanks were still at the factory. Thus, they did not take part in battle action. Moreover, they did not commit in the Far East battles, which took place in August-September, 1945. Nevertheless, September 7, 1945, the tank regiment, armed with those fighting vehicles, took part in the Red Army Parade, which was held in Berlin in commemoration of the victory over Japan, and those vehicles made a strong impression on the USSR Allies of the Anti-Hitler coalition.

Very long time ago there was bug that did NOT account the battle you've quitted into your statistics. It was fixed long ago.

Overlord: This is M4A1E8, the cast hull variant. You have M4A1 already in game, even M4A1 and M4A1(76) hybrid at Tier V.
Easy 8 in game is M4A3E8, with welded hull and new pattern glacis (64mm @ 47° contrary to old pattern's 51mm @ 56°), IOW this:

1) Horizontal aiming angle of cannon?
2) Gun depression angle both up (how is that called? :) ) and down for cannon? Eide: elevation and depression ;)
3) Vehicle acceleration based on current weight, engine and terrain?
4) What is vehicle average speed on normal, bad, good terrain?
5) HP of tracks or any other module?
I cannot speak for developers, but from what I've noticed, they always buff underperforming vehicles and always nerf overperforming ones. Can you provide exact quotes of them speaking these vehicles are fine, with dates and devs positions in WG?

It does not seem logical...it's false advertising.
You should show the numbers dor 100% crew and show the increases other things bring aftwerwards.

Overlord: 1. To enable more credible visiblility checks. For some reason rays going from one of ports can be blocked by a minor object. Having two ports decreases this probability.

LiannaSilverwind: Although I may play devil's advocate here, but I have noticed in many MMOs I have played that many people think they know what community does want and are quite vocal about it. OldFox: Krievu servri jau stav versija 0.6.4. Tehniskie raditaji atkal ir mainiti visiem, ieklaujot 7 lvl. Tam ir samazinats parlaidesanas atrums (tas ir slikti), bet uzlabota precizitate (tas ir labi). Un ASV un vacu 7 lvl ir iedoti BB ladini - vot tas ir baigi labi!

Lower profile offers a lot of benefits. Smaller target, better slopes, better armor for less weight...

I know this game is more of an arcade then simulation, and understand the need to balance all vehicles in the same tier (and agree with it 100 %) put please, please, "play" with hit points, ROF, gun damage and other "virtual" characteristics... Just try to leave historical data untouched, especially if they are in conflict with common sense and reason like the gun depression nerf we've just experienced. A tank that is 3,2 meter tall MUST have a bigger gun depression then a tank that is 2,5 or 2,7 meter tall...
Just my 2 cents

Overlord: Actually there were some issues with models as well, larger depression angles lead to guns going through the front hull armor. However gameplay impact is considerable, so will think it over once again.

a) reducing the gun depression of american tanks? why? dont you think that that change is making american tanks less exceptional at their strength, and making them more average thus decreasing the variety of the gameplay? the most bizarre is the T34 nerf as it uses the same turret as the T29 and T30 (or was the T34's depression better all the time)
b ) S-51 another rof nerf is fine (dont like it, but i can see what you are aiming for) as it's suposed to be the much more mobile platform for the 155/203 than SU-14 but why isn't there a bonus in acc to compensate for the painful ROF (no one wants to miss after that long reload)
c)If the patch is FINALIZED, why is there no date for the release, it could be tomorrow amrite? Or are you waiting for the Drill camp to end so you can release the patch?

Are this decision based on testing, or were they some last minute changes? (I cant find any info on them in 0.6.4 preliminary patch notes or in 0.6.4 test patches notes)
I find this changes extremly harsh, especially in T34 case (considering his weak hull armor, compared to other tier IX heavies).
This change removes more than half of the hull down positions, because 4 degrees difference in gun depression is huge, as you can see in the following image:

Lowe has better ROF (2 sec. difference!) and MUCH MUCH MUCH better PEN (and PEN is most important!) but same DMG.
It is not fair to nerf this tank, it is now in good place with the statistics it has right now. Dmg nerf is not right, specially if other premium tank has much better other statistics including penetration!

And this puzzles me, u always gave the German guns higher penetration but for compensation US tanks got the higher damage (which is relevant while this means HE damage goes also down, US tanks against some Tier 9, 10 vehicles has no other choice then using HE)...
Wouldn't be better at least make the damage at least 340 so it would be more then German damage?
May be for T29, T32, T34 this is not so relevant but turret of M6A2E1 is not so un-penetrable as T29, T32 or T34 and with such huge profile and paper sides, it would be sitting duck...
