There are intelligent, creative, experienced, and constructive people scattered across our entire clanscape (yea, I just made that word up.). Without participating in the CoAF's conversations I think you're just left speculating on the input given, which is why, as I said before, I will be moving that conversation back to the forums instead of using a Skype channel.
Ultimately, it seems like a difference in class perspective. Just as in any large group of people you have different facets with varying interests, desires, attitudes, and goals. My job is not to only listen to how people feel but also contextualize why they feel that way. It isn't as simple as saying, "Hey HQ, these players want this."
The needs of many mid-tier clans will be met with the implementation of mid-game content. When that is implemented you won't have the disparate leap from public battles to Clan Wars. There will be stepping stones which will both allow clans to hone themselves prior to their first landing tournament and contribute towards diminishing the hostility between growing clans and established clans.

La Liga Clasica de World of Tanks se jugará con dos eliminatorias que conducen a una sola ronda eliminatoria.
Primera RondaLos equipos estarán separados en grupos pequeños basados en el número total de equipos registrados. Equipos serán calificados de acuerdo nuestro sistema "elo" en la primera ronda. Segunda RondaLos mejores equipos de cada grupo, en la primera ronda, avanzan a la segunda ronda de clasificación en el que se vuelve a dispersar los equipos entre grupos grandes. Los equipos serán calificados de acuerdo a su puntuación en la primera ronda. EliminatoriaLos mejores equipos de la segunda ronda clasificarán a los playoffs. Los equipos serán calificados de acuerdo a su puntuación en la segunda ronda.
Los detalles exactos se anunciarán al cerrarse la inscripción. Límites de Nivel y PuntosUn equipo debe desplegar una selección de tanques basado en los siguentes límites:
