Penalty system needs a rework.

I understand the frustration of having someone cruise in front of you while you're lining up a shot, but please refrain from using insults and derogatory language.
As pointed out by others above, determining fault and implementing a rule system that isn't easily exploitable is tricky stuff. But I hear your feedback and know that this is something we're working to resolve. Thank you.
