Tanitha: Spam is Spam, and it can be reported by the in game complaints system.
A gold spammer though is a bit of a higher priority, as they are a bit persistent and the sooner they are gone the better.
So these its probably better to be reported directly to support (with a screenshot), so they can be acted on quicker.

The In Game "Complaints" system has been installed for some time now, since 7.0 to be exact. But during that time it has remained heavily in development.
How the complaints system works is a little difficult to explain because the system is installed into the game cross server (on all servers) but rules and rule enforcement is something which is handled on an office by office basis. What I mean by this is, I will explain how Wargaming America handles the In Game Complaints System on the NA server, which is likely to be different to how other offices handle things on other servers.
The basics of the complaints system can be found here.
Complaint System
Currently the options in game are as follows.
1. Insults and Provocation
Players who generate a reasonable number of complaints due to insults will have their game chat logs for the reported games investigated, with normal sanctions being applied for any offenses located.
Sanctions are only issued on offenses which have occurred within the last 7 days and have been verified with an investigation of the logs.
While we are unable to investigate every report, players with repeat offenses will end up being investigated shortly.
Complaints stay on file ~14 days and accumulate until an investigation is conducted.
The higher the number of complaints on a player, the sooner they will be investigated.
Currently for an example, every player who had more than 7 complaints lodged on the system has been investigated. With ~1200 investigations being conducted within the last week.
2. Spam
As above, however if you ever come across a gold selling (fraud) spammer, please report these to support with a screenshot.
Support tickets are processed at a higher priority to in game complaints, and gold spammers are something we wish to Permanently Game Ban ASAP.
3. Unfair Play
On the NA server these reports are only used for statistical purposes. We are unable to prove these offenses through a in game complaint, so no sanctions will be placed here.
If you have been a victim of something like a "Blocking Offense", please submit a game replay to support where the offense can be investigated thoroughly.
4. Team Damage
Are no longer processed manually, Refer to Friendly Fire / Team Kill auto system
5.AFK/ Bot
These reports are used to bring our attention to possible bot-like activity which then results in a manual statistical investigation taking place. Refer to AFK/Bot Detection & Enforcement
We are currently hoping to get these categories overhauled by the release of 8.0.

As i said, sanctions aren't issued on reports, they are issued on the rule violations.
So there is no need for "Will i be banned, I was reported"
If there was a rule violation then yes, if there wasn't a rule violation then no.

Wargaming has several AFK/Bot detection systems currently in place.

AFK Play
There is no issues with players going AFK at the start of a battle, in the middle of the battle, or even all battle.
It is frustrating for the rest of the team, but we understand that occasionally "Things happen". Whether its the phone thats ringing, the door that's chiming, or your Internet connection which is playing up, or a multitude of other R/L reasons. But that being said there is rules against "repetitive and excessive passive play". If you are constantly entering battles and not playing them for the purpose of unfairly gaining and leaching EXP/Credits, you will be detected and sanctions placed.
Automated Bot Detecting System.
The Bot detecting system will flag accounts which suffer from passive play so staff (Game Master Team) can manually investigate the accounts statistics.
The bot detector looks for trends such as non movement, non firing, or not hitting, and masses of game statistics are available to staff for manual consideration.
When a probable offense is located, this account is then transfered to management for a second investigation before sanctioning takes place.
AFK/Bot Sanctions.
There is only ever one sanction placed for players who "excessive and repetitive passive play" which is a Permanent Game Ban and no warnings are issued for offending accounts.
As such, when a account is sanctioned for "excessive and repetitive passive play" there is no doubt that the account has been abusing the system either with a bot/macro, or manually.
If there is any doubt, a warning for "excessive and repetitive passive play" is issued.
If you have received such warning, please heed it, it means your account is currently under investigation and if your account continues to be played in its current format, it will be shortly be permanently banned.
Reporting AFK/Bot players.
In Game Reporting feature.
Within the game is a complaints system where you may report a player for AFK/Bot use.
These stats are used to alert us to possible AFK/Bot players. Players who have a high number of reports here will receive further investigation into their playing statistics.
Reporting to support.
Reports of AFK/Bot players will not be accepted to support, players who break the ruling of "excessive and repetitive passive play" are automatically reported and investigated, so reporting such situations to support is not required. The exception to the above is if you wish to report a sophisticated bot by providing a replay of the game. Such informative reports are useful to assist in the issuing of permanent game bans.
Reporting to the  forums.
Any AFK/Bot reporting or disputing of sanctions to the forums is against the forum rules and will be actioned.
I was caught for "excessive and repetitive passive play"
Disputes on bans placed will not be accepted, bans are only placed after a thorough manual investigation where there is no doubt.
If you wish to continue to play World of Tanks fairly you can get your account back after agreeing to an account wipe.
This wipe will wipe all progress achieved on the account, but will not wipe premium tanks, gold, or premium membership.
A wipe will only ever be offered once.

The automated Friendly Fire and Team Kill system was first introduced into World of Tanks back in April 2011, since its introduction there has been many tweaks and adjustments so it's time for an update of how the system works.

Friendly Fire Tracking.
There are two systems for the tracking of Friendly Fire;
A Global Rating which tracks Friendly Fire from the account over a period of time, and a Local Rating which tracks Friendly Fire within a specific game.
What Counts as Friendly Fire?
All instances of Friendly Fire & Friendly Damage are tracked, except the following.
• Self destruction / Self damage
• Damaging of a player whose local status equals “Team-killer” (They are "Blue" in game)
• Damaging of a player within your Platoon/Tank Company.
• Damaging of a player within the Training Room.
Friendly Fire Weighting.
Every Friendly Fire shot is not equal.
The auto system takes a huge number of factors into consideration to determine whether a friendly fire shot was accidental or deliberate and each shot is weighted accordingly.
For example Friendly Fire in or within the cap zones are weighted very heavily, similarly are multiple instances of friendly fire.
Ratios are also taken into consideration comparing friendly damage to damage done to enemies. Both locally (this game) and globally (recent gaming history)
Friendly Fire Sanctions.
Depending on the ratio's and thresholds mentioned above. when a player reaches a threshold they will turn "Blue" in game and can then be shot/killed by allies without that effecting the retaliatory FF/TK ratio's.
Slightly above the threshold for turning blue, is the Ban threshold, which once reached will result in a game ban placed on the offender.
It is very common for a player to turn "Blue" and then also be banned, it is also very common for a player to reach one of the ban thresholds and be banned without ever turning blue.
Blue Status.
As described above, the "Blue" status is a small section between being a normal account and being banned for excessive friendly fire.
If you have reached this "Blue" status in game, please note that your account is bordering on game bans being placed.
How long does the blue status last? It will last as long as your ratio's are at that threshold.
How do you revert back to normal? Play the game as normal, and damage enemy tanks to reduce your ratios.
Game Ban Sanctions.
Once an account has reached the threshold sufficient for sanctions to be placed, escalating bans will be issued.1 Day Game Ban
3 Day Game Ban
7 Day Game Ban
30 Day Game Ban
Permanent Game Ban Reporting Friendly Fire or Team Kills.
The auto Friendly Fire and TK system has been thoroughly tested and tweaked over the last 16 months since its introduction. It works and works well, taking into consideration a multitude of scenarios.
As such, no reports of friendly fire are required, nor are they accepted. All tickets sent to support reporting team killers will be replied to stating this fact with the player sent to this post for more information.
Similarly all disputes on FF/TK sanctions will also not be accepted.
As most of you are aware, there has been a complaints feature in game which contains an option for reporting TKers. Thank you for using this feature in the past, it has helped us perfect the auto system currently in place. However as mentioned above, reports on Friendly Fire and Team Killing are no longer required or handled manually. So reports made for team-killing in game, will no longer be processed or required. It is planned to have this option removed from the in game reporting system in a future update.
Reporting Friendly Fire, or disputing sanctions for Friendly Fire within the forums are both against the forum rules.
Abuse of Physics.
With the upcoming update (8.0) and the introduction of Physics, it will then be possible for players to find new and creative ways of killing allies that will not initially be covered by the auto system.
The rules will shortly be adjusted to cover this game adjustment. But in short, unfairly pushing allied tanks around will be against the game rules.
Since this new issue will not be covered by the auto system, players will be required to submit reports (containing replays for verification) of these rule violations to support.worldoftanks.com
For example, pushing allied tanks off cliffs or bridges or out of cover and into enemy fire.
Killing an allied tank or causing an allied tank to be killed by exploiting the new physics system, will result in 24 hour game bans being placed for the first offense.
Compensation and Penalties for Friendly Damage.
To avoid exploitation of the system, compensation for Friendly Fire you have received will be low, and in some instances may be nil.
To encourage players to take due care and abide by the rules, credit penalties for Friendly Fire are high.
The credit compensation you receive is not directly related to the penalty paid by the offender.
Public Tests.
Support is not available for the Public Test server. This includes reports of rule violations.
The auto system handles friendly fire on the Public Test server the same as it handles it on the retail servers (as described above)

Tanitha: If the purpose of the player was to spam fake gold selling websites, Do you think they really minded being killed, or killing them would make any difference to them?
A report to support would see their account permanently suspended though. That would have taken as much time as this forum post, and wouldnt have turned you blue.
All in all, rule violation reports to support, they are not permitted within the forums.

You don't need a "whole team capping" in fact 3 tanks cap at the same rate as 15.
So why have 15 tanks as targets in the cap circle?
In most situations 3-4-5 capping while the other 10-11 defended the cappers (outside of the circle in cover) would be more advantageous.

Vallter: 1)L/70 will be taken away along with Schmalsturm. The only thing that will be given to Pz IV instead is Ausf H turret. Also it will receive sme reworking in 8.0 or after, basing on statistics .
2)We are currently satisfied with the mentioned TD's and their modules. No changes will be done for now. Probably later, once we add second German TD line.

Vallter: Currently, I think, both vehicles will die. For example, I've personally destroyed Maus in a T-50-2 this way. Unfortunately, no achievement will be added for such heroic action in 8.0. Though we probably will add something later.

1)L/70 will be taken away along with Schmalsturm. The only thing that will be given to Pz IV instead is Ausf H turret. Also it will receive sme reworking in 8.0 or after, basing on statistics .
2)We are currently satisfied with the mentioned TD's and their modules. No changes will be done for now. Probably later, once we add second German TD line.

Currently, I think, both vehicles will die. For example, I've personally destroyed Maus in a T-50-2 this way. Unfortunately, no achievement will be added for such heroic action in 8.0. Though we probably will add something later.

4)Most probably this won't be added. At least in the nearest future. But who knows where will we end in a year or two?

Vallter: Well, we will make this change only with addition of second caliber from Maus to shoot close targets while on Type E -))
Speaking seriously, SPG is intended to be vulnerable and fragile. We do not want to change it, since it will imbalance the game.

'Both your assumptions are correct. In the first iteration we most probably won't introduce the damage dealt by player, only XP. And there won't be any normalizations. x2 and Premium bonuses will be included in total amount of experience.'

Vallter: 1)Initially we will add just medium and heavy line, while more vehicles will come in later updates.
2)We will update it once we announce the British Tree update. Unfortunately, we cannot do it earlier, since some small things may change to that moment.
3)It will constantly take damage or both vehicles will be destroyed.

On a side note, it would pretty cool if they would move the 10.5 from the Pz4 to the Pz3/4.  Let the Pz4 retain it's sniper roll and give the Pz3/4 the ability to be a fast HE brawler like the Pz3 before it.  Given that the Pz3/4 is a paper tank I feel we could take that license and it would introduce some variety to the German line IMO,

Vallter: There are some buffs coming for the French line, but we are currently satisfied with AMX 13 90. Though, probably, we will make slightly bigger difference between it and Lorraine (without any nerfs, of course).

Vallter: 1)MM was already changed. Previously Tier 6 could face Tier 9. For now we are satisfied with 3 Tier spread, though more changes to MM will be coming.
2)I sould suggest to adjust slightly your gameplay to make it more beneficial for this vehicle. Currently we are satisfied with it's economics.

Also, any chance on changing the 105 L/52 on the Jagdpanther and Stock Ferdi to the 105 L/68?  The pre-128mm Ferdi needs a decent intermediate gun, the long 88mm at tier 8 is simply inadecuate and being essentially forced to use the long 88 over the 105 L/52 for 63k exp is brutal.  There is a reason that people skip the L/52 on the KT, it is simply inferior to the 88, and given that the 88 is borderline obsolete at tier 8 that goes to say something.
