Do keep in mind that the Gun 12,8 cm Kw.K. 44 L/55 has 246mm pen and its accuracy is not much better. Yet it is still usable.
Buffing an IS-7 would not affect just the IS-7.

Hunter1911: We do strive to transfer as much of historical accuracy to the game as possible. But sometimes certain changes have to be made for the sake of balance and making the tank fit for WoT's gameplay.
As for IS-8 gun, have a look at this data:

122 mm M62-T2 gun 4,51-5 Rate of fire (rounds/min)
258/340/68 Average penetration (mm)
440/440/530 Average damage
0,38 Accuracy at 100m (m)
2,9-3,4 Aiming time (sec)
3397 Weight (kg) Now let's have a look at IS-7 gun data:
130 Caliber (mm)
4,38 Rate of fire (rounds/min)
250/303/68 Average penetration (mm)
490/490/640 Average damage
0,4 Accuracy at 100m (m)
3,4 Aiming time (sec)
2980 Weight (kg)
The 122 mm M62-T2 gun has slightly better penetration, accuracy and aim time. But the difference is almost negligible.
If we disregard the tier difference we can see that IS-7 is superior in armor to the IS-8. Their respective speed being somewhat similar with slight top speed advantage of IS-7.
But as someone who has been playing both the German and the Soviet heavy line I can say that 260mm of penetration is more than adequate.

But in any case we do repetitively consider our players feedback and the statistical data for the possibility of change or improvement.

Tuccy: Prostě se někde překřížily dráty (resp. linky) a přebral se kus obsahu Amerického speciálu   Ostatně sleva na výbavu takhle brzy (měli jsme ji minulý víkend) vám musela přijít pěkně podezřelá  
Nechápu tak úplně negativní reakci na upřesnění... Pořád se tu volá po rychlých opravách chyb, když k nim dojfde, a když se to povede, tak zastřelíte posla...

Decept1on: I made the maximum but the developers cannot gather the results back and re-process them, they are lost.
The developers also stated that the chips lost with this error were returned without cooldown and ready for use (checked with EXN0M, worked).
We will compensate for the issue in Fame Points, in order to do so, create a ticket (https://eu.wargaming.net/support/) and provide a list of the players who played the game with a replay of the battle (so we can check everyone was in that battle) or end battle report screenshot.
I already have the list of players from the clans: EXN0M, EFE, EGYPT, RSOP, AOS.
If you could pass the word to other clans in order to fasten the process that would be great.

It seems someone has bought some IS-2 spare parts in bulk and decided to make replicas.
They are slightly off.
But to answer your question such tanks were not produced.
