Saffr0n:   The differences in sound volume that you are experiencing is sound prioritization and it is intended to reduce an overload of the sound stream.    Sound FX are used as auditory clues as to what is happening in-game. When your tank receives a shot you perceive the sound separately from your engine, from your tracks, from nearby tanks. What is the highest priority of these sounds? It's the shot you received, not your engine. The sound of the shot will indicate whether it penetrated or bounced. If it destroyed your tank or not. If one of your modules were damaged or destroyed you'll hear that transition into the stream.
