I'd guess that it also depends on the technological features of a tank. Something like: If it's classified as an MBT in the modern sense, it's out. If it has composite armor, it's out. If it has a smoothbore gun, it's out. If it has computer-aided targeting, it's out. And so on. The aforementioned Leopard 1 is easily disqualified by this impromptu list, regardless of when development on it started.
And finally, sometimes the devs might have to stretch their guidelines a bit in order to produce a full tree...
