As we can read in the "Tank Of The Month" feature, the AMX 13 (originally developed in 1946) started with a 75mm gun but was upgraded to a 90mm gun in 1966. World of Tanks treats these as two separate vehicles... so technically you could claim that the AMX 13 90 is a 1966 tank.
I'd guess that it also depends on the technological features of a tank. Something like: If it's classified as an MBT in the modern sense, it's out. If it has composite armor, it's out. If it has a smoothbore gun, it's out. If it has computer-aided targeting, it's out. And so on. The aforementioned Leopard 1 is easily disqualified by this impromptu list, regardless of when development on it started.
And finally, sometimes the devs might have to stretch their guidelines a bit in order to produce a full tree...

Overlord: Correct, T54 also used to have a modern engine which doesnt mean it is beyond the timeline. Each case is treated separately and exceptions are possible.
