Very recently. It's been in the development pipeline for quite a while now (it was inspired by the all star events), and just passed through testing about two weeks ago.

If you can score an Ace badge pretty reliably, you should have a good chance in this. Ace badges aren't given out too often, so 1st class probably has a good chance too. Ultimately it all depends on the number of each tank playing during the event.

Max XP isn't an indication of skill either, in fact, skilled players don't usually have very high max xp unless they get really lucky at some point. It's mostly the unskilled players that take enormous risks that eventually earn them a huge xp reward amidst countless complete fails.

GeneralDirection: Accelerated training prevented it from registering as a max experience score. That was actually just fixed though, so it's no longer an issue here.
