As far as platooning goes, there are no restrictions as to who we can play with or at what tiers. I often play platooned with friends switching between all tier levels as we cycle through our daily x2 games.
Also, most games you'll see WGA staff playing in aren't while they are working, but rather on their own free time.

To determine if cruise control is being activated the bottom left corner it should show up with a green arrow.
