Way to obtain an inactive clan's tag?

veganzombiez: Wargaming does not transfer a player name, clan name,
or clan tag without explicit permission from the owner of that
name/tag in a Support ticket.
You can attempt to contact the clan Commander through forum
PMs, or PM one of the other members and ask them to contact the CO
for you.

player can still perform clan actions even if he is game banned.
However, disbanding a clan would not be preferable in this
situation for you as the clan name and tag will not be immediately
freed for use.
