Newbie Getting "Updating Tankers" Then Game Hangs

python, and WoTLauncher (python and WoTLauncher are found in your
World of Tanks install folder) logs to Support, and they'll be able to see if
there's any specific incompatibilities (min reqs, client errors,
etc) with your client.
