moment when I made the tournament page. What I should have done was
leave the number of teams moving on to the Playoffs blank, until
after I knew how many open spots there would be. What I did was to
say 16, then forget to change it after registration closed.

in the Playoffs. Any team that made the Playoffs will make at least
the Bronze league, due to the presence of some current Bronze
league teams. Which means any of those 24 teams have a chance to
earn one of the seven open Silver League berths.
