Example: assuming 1000 teams. Are the cutoff percentages the percentages of scores or teams. Assuming a bunch of teams have the same scores, the top 5% of scores may account for 10% of the total teams. I assume those 100 teams receive the reward for top 5%. What about the 101st team. They may be top 6% of all scores, but ranked in the 11% of total teams.

Even better example, assuming the tournament ended today, there are about 1500 teams. There are 44 teams with a perfect score (27/27). So 3% of total teams have the top 1% of scores. The 10 teams with 25 points would get the top 2% payout?
