A crew at 90% means that the major qualification (ie spotting enemies for Commander) is 90% of the way complete. This affects how well the tank works - a tank with a 50% crew isn't as effective as a tank with a 100% crew.
Once the major qualification is at 100%, you can add a skill or perk. Click on the small plus icon that will appear below the crew name; this will allow you to assign a skill or perk.
To move the crew from one tank to another, right click on the crew name and select either Send to Barrack or Send Entire Crew to Barrack. If your higher tier tank doesn't have a crew, you can select someone from the barracks to fill that spot. It is preferable to move a crew within the same tank type (light to light) rather than across types (light to medium). This new crew will need to be re-trained to their current vehicle before they are able to use the skills learned on a different tank. The exception to this are crew placed onto a Premium vehicle of the same type.
Once your crew has been re-trained for a higher tier tank, they cannot be used for in the original tank without re-training them again. Again, the exception being Premium vehicles of the same type.
