Changing crew member Qualification and skills and perks

churchill50: When you change a crew member's qualification (from Radio Operator to Loader for instance), the skills are reset automatically.  If you just mean retraining them to a new tank and then resetting their skills (it's not totally clear from your post?), then you can right-click on the crew member, click on Profile, and then reset their skills in that screen near the bottom left.
