The whole issue in the first place is that there is something to farm (gold), but also nothing in turn to make territory holding worth it (without gold). No point in participating in community warfare if there is no gain to be made from what is essentially almost a job. Why play for pitiful amounts of gold that needs to split amongst the active playerbase when winning a tourney or even coming in 8th is more profitable and less stressful and less time consuming.
Further, with the way looting and multiple defenses stack, it makes way more sense just to swarm and burn territory to the ground to get more gold out of it. Without incentives to stay and actually be territory holders, all you are encouraging the best clans on the server to do is to let weak ineffectual clans hold land then sack their territory for gold. There is basically no incentive to hold land now.

Vallter: Clans always predict that CW will be dead because of change just because it's a change. Normally these are big clans, who are OK with current situation and do not want any changes.
