The_Chieftain:   Two errors there. Firstly, the presumption that the proposition banning single-use bags only applies to plastic bags. It does not. The prohibition applies to paper bags as well, and it's why he didn't say 'plastic bags' in his post. Secondly, an apparent error that the 'to the government' proposition applies to those same bags which were subject to banning. They are not. That prop goes for the sale of the bags which would be mandatory if the single-use ban took effect.
