It's a matter of perception/motivation. An American in a Pz III who would go up against a KV-2/107 would plink a couple rounds off the ridiculous armor, get splatted, and wander off complaining that the game was entirely unfair and he didn't have a chance. Whereas the Russian reaction would be more along the lines of "He probably enjoyed that. I'm going to get me one of them and do the same to someone else, and enjoy it myself" In other words, the tier/capability discrepancy was a motivator, not a demotivator for them. Fairness apparently isn't important. What's important seems to be the ability to improve and beat up people. After all, everyone has an equal chance to improve their tanks, what more fairness do you need? You don't want to get splatted by a KV-2? Earn a KV-2.
Jinxx and General Direction made the pitch to them in Minsk to reduce the tier spread in order to better suit the American audience. I was at the presentation, but as an observer. Sure enough, they changed it.
