Note that the US found that 17pr punched through
substantially more metal than the British rated it for. (See part
3) It is known that there was no uniform testing standard, so
it seems that whatever metal or setup the British used in testing
was far less forgiving than the US one. And given the "on the
field" performance, barring the shatter gap issue, it seems
possible that both were more stringent than the German steel
actually provided.
