I suspect what they may have done is cobble together things like the developmental history booklets with the project reports, and I note that not one of the images on the ebay page show anything about what's in the meat of the document: Just some ordnance photos you can probably find in Hunnicutt. Just how much detail will you get in 8 pages of medium tanks M3 and M4?   Here, for example, is an ordnance document on the light tank programs. https://worldoftanks.com/dcont/fb/document/us_light_tank_development.pdf 17 pages for them, 40 for this booklet.
