The_Chieftain: Technically, a number of the rights in the BoR are not granted by the State, as they are considered to have been pre-existing, but they are protected by the State from the State. (Constitutional rights are not protected by the State against non-State actors. For example, unlike in, say, Ireland, you have no Constitutional right to be secure in your home from burglars in the US.)
