Discouraging Seal Clubbing

It's possible to fail your way into Leagues with around 50% chevron efficiency, you just have to play a lot of battles and have a few good streaks. Realistically, ranked battles are exactly the same as random battles, except everyone is afraid to push for fear of losing their chevrons.

Yes, if you play enough you can absolutely fail into leagues, that I agree with.  But I always had 15 tanks on each side in my battles, never played to get into leagues just to get my nine points to get the free tier IX.  My point is simply that the low population does not appear to be an issue with single tier games. I want some evidence for what people are claiming.  I see a lot of people state it will not work but no one provides any evidence.  Perhaps a game that had SBMM and a low population made it untenable?
