Elite recruits?

permanent. They also come with another skill at 100% so you
are starting on your third skill right away. Really
useful. Usually you can get them if you have a Twitch prime
account if you go to Twitch and accept the free loot for that
month. You do have a limited time to actually recruit them
though, something like 4 months I believe.
