Get rid of timer on flag cap, just have capping damage all enemy tanks

TeriyakiTanker: Terrible idea, basically would cause scouts to zerg towards the cap in order to take a couple percentage points of health off of an entire team.  And it wouldn't fix any problem either.  Makes no sense so we will probably see it implemented next patch!
