I would guess the real issue is the disclaimer that XXXXXXXXXX bought you a gift, however if XXXXXXXXX stops payment on the gift you will then have unpaid for gifts on your account.
As such you will be sanctioned, until you pay for the gifts you have received.
In short the system is ,don't accept gifts from strangers, or gifts you aren't willing to pay for if the original purchaser stops the payment.
I would guess its not that they don't know the gift is there, it's that they don't know you well enough to accept the gift. ?
