english in game

well a couple nights back i had that exact guy on my team yapping it up in mexican or whatever he speaks,and i asked him to speak english ,because if him and his 3 freinds are playing in whatever language they want ,then the rest of the team has no ideal what they are yapping about,so therefore they become a liability,but yet this same guy wants english only on the forums.
my question to the devs is if this is a north american server ,where the language of majority is english,then why isnt it enforced ingame,if i was to go on the chinese or russian server speaking english it makes one wonder what would happen.
