I've been a clan leader of ~500 player clans for the last ~15 years, so, I'll give you some comments from my experience.
I find the below system works well.. where...
1. The clan leader doesn't own the clan, The clan leader opened the clan. They are entitled to continue to run it, as long as they are the best person to continue to do so and that's who the clan members wants to continue to run it.
2. The clan leader doesn't own the members in the clan, they are in the clan because they want to be in the clan. Because the clan leader looks after them and the clans one of the best. The clan members are then loyal to the clan, and want to be there.
3. The clan leader doesn't run the clan, the clan is run by a committee of a odd number, like 3 or 5.
4. Inactive are removed until they become active again, this includes committee, officers, and clan leaders. Inactive leaders lead to a inactive clan, and inactive clans disband.
As per 1-4 above, a clan is a group of players with like minds and goals and wants.. It isn't a dictatorship.
Building a successful clan needs a lot of planning, and firstly the building of a solid base/structure.
