Multiple accounts from the same house/ IP is permitted. (as above)
We could never know if two accounts in one house/IP were owned by a husband and wife, dad and kid, a guy with a trained pet monkey, or both by one person. So IP addresses are not actively scanned for duplicate accounts at the moment, or ever have been, and I'm not aware of any planned changes here.
One thing we are strict on though, is multi accounts used for rule breaking and ban evasion, thus if one account breaks any rules, its likely for all accounts on the same IP to be sanctioned. But this isn't a blanket decision usually, games played, join dates, posts, etc are looked into first.
So like sharing your account with someone else, having multiple accounts on the same IP, becomes risky. It opens up the possibility of being banned for something someone else using your account did, or in the other case, being banned for something someone else on your IP address did.
