"English" is the official Language of the NA server.

There is the "English" rule on the garage chat because there is often 1000's of players in there, for extended periods of time, chatting.. And there is alternatives provided for those wishing to speak their native language IE channels for their language.
In battle however, there is only 15-30 people in the chat, depending if control is pressed or not, its only for 15 mins, and people aren't there to chat they are there to play and drive their tanks. There is currently no alternative for the non English population, in battle there is currently only the one chat, and English and non English need to share it.
When the chat system is overhauled and enhanced, then there might be different rules.
For now, the above system is as fair as it can get, for all as a whole.
