IMO, Wargaming should look to increase end game content as much as possible, but it doesn't have to be all gold driven. Have 3 iterations of the CW map, any given clan can only be active on a single map.
Minor league Clan wars - Have a tier 6 and Tier 8 section of the map, rewards are credits only.
Major League Clan wars - have a tier 8 and Tier 10 section of the map, rewards are Africa like, or 20-30% of the gold payouts of the map today.
Elite League Clan wars - Tier 10 only, map payouts are what we have today
If you look at World of Warcraft, they did as much as possible to make end game content open to everyone. Every game has the hard core vs casual argument, even this one. Set up content that appeals to each one. What might even be cooler is to make clans have to "qualify" for the Elite league. Run 3 month seasons (not campaigns). The top 80% gold earners get to stay on the elite map, bottom 20% have to go to Major league. For the Major leagues top 20% can go to Elite league....
Quemapueblos: Again its a balancing act between entry level and skill required.
WoW does this very well in that they don't diminish the skill
needed to beat a boss but they really help new players reach that
level of skill faster. They also have advantage that continuous
power creep is built into their model so older content gets
continuously easier as you work to the top. We have explored
concepts like a credit only map or reduced rewards area, but at
this time we haven't announced any decisions.
As Ed mentioned we can separate minor skill difference between clans on the map by incentivizing areas with more rewards but reducing the entry level to end game content to tier 6 may have a negative impact on the skill required to compete. Also I should mention the goal of the Campaigns was the break up the routine of the Sandbox map with some variety for folks like you who have been working at Clan Wars for a while.
