The wording is pretty damn unclear and the contradictions between the first and second "paragraph" as listed in my OP are pretty confusing.

Quemapueblos: Just doing my job! Some how copy pasta failed between those
articles but if I blame the Content guys I might never get another
CW article up there again! I don't think you guys don't need any
more reasons to neg Content_WG. Plus those guys rock and are trying
very hard to get the announcements straight but its not always
easy.
