There should be at least some incentive for winning battles in defense. If the land is attacked and you successfully defend you should be awarded your VPs (not able to be "stolen") for that day. If a province isn't attacked at all for days, then I could see having that pot be swiped. VPs should be for VICTORIES... ALL VICTORIES (besides technicals).
You want to encourage fighting but you also need to make it worth defending.

Quemapueblos: Defending a province from a riot or landing zone provides an
addition multiplier to Fame points and Fame can never be removed.
Defending two provinces from riots in 24 turns will provide you an
even bigger Fame bonus.
