why you can't attack out and that was a special case yesterday as
World Redivision turned all provinces into Landing Zones in order
to seed the map. The issue you had is you can't attack a Landing
Zone if you are on land already. So effectively you could not
attack or move anywhere. This special mode was only active for 2
days and is no longer active.
