CA provinces on the Canada/Alaska regions have a 2.97 multiplier.

CA_xx provinces on the USA region have a .6015 multiplier, same as US_xx provinces.  Is that correct ?

If it is, then fine, but if it's not, then can we fix it today before stage4 really gets underway and you don't have to worry about that "adjustment" later?
