It applies to all provinces with "province=CA_XX" that ONLY appear in the US region. The ones that appear on both maps should be updating correctly.
So say its a 6000g province in the Canadian region. Before the second half the province should have risen up to somewhere around, as you said, 6819g. So you missed out on the increase AND the property was decreasing instead, so double wammy really. Now that it is the second half, it should have started around 6819g or whatever and then dropped to its original value of 6000g.
So you are probably missing a good bit, since Canadian Region provinces should have been worth more overall throughout the Stage 2 than usual and have the opposite effect on the US region. US provinces would lose their value for part of the Stage and be worth overall less in Stage 2. I hope this last bit wasn't too confusing.
