Quemapueblos: Hey folks!, Thank you holakc and everyone for taking the time to write some feedback. You stated our common goal here exactly, which is to get more people and more clans involved in Clan Wars.  One of the mechanics we implemented to accomplish this was rioting.
Rioting provides a problem for everyone holding land but much, much more of a problem for Clans that hold large amounts of land. We observed a strong correlation between rioting and the number of clans participating in Clan Wars. The Russian server has more diversity due to riots currently being enabled, previously the numbers were similar on NA and EU when Rioting was enabled. So with Stage II and its riots coming, we will see more clans moving up onto the map.
We are also listening to player feedback about the changes in tiers for clan wars and with next Campaign the issue with 'High end content for Tier X' will be addressed since we are working on nice solution to introduce Tier limits, which are fun, without disrupting Tier X gameplay.
