German tanks generally have higher view ranges than enemy tanks, but they also have higher visibility. You actually come out ahead with high tier Russian tanks because they have high view ranges and low profiles (low profiles= harder to spot). If you ask me the two stats should be mutually exclusive... either you are tall and get good view range or you are short and do not.
As for the problem of area denial with German tanks.... there are only a few maps that allow you to shoot enemies at long range. Most of the fighting allows enemies to charge from 200m or less from bad visibility. The charge from 200m to 100m is quite short. Russian tanks dominate German tanks by a large margin within 100m. Look back at the older maps and you'll see it is quite difficult to find a nice flat area about 500m long or greater. Some of the newer maps do incorporate long range tactics. But again the problem goes back to tier 10 gun accuracy.... why play Germans when the end of the line is clearly disadvantaged? Best armor? no. Worst Speed? yes. Worst gun? yes. Most health? wow that's so not a selling point in a tank.
More health isn't productive to tank balance. Instead of giving German tanks 10% more health ... why not give them an innate random chance to bounce 10% of all attacks? History went right out the window a long time ago, but there is still the possibility of achieving some degree of balance.

Overlord: This is the engine limitation. We are working on it, but there is a long way to go still.
