Simply put the probabilities and tactical environment largely overcome player skill and explain why the T-32 has better performance stats than it's peers.

Overlord: Normalization value is assigned individually for each shell (as a rule APCR shells don't have higher normalization than AP shells), basically it varies from 8 to 10 degrees.
Penetration drops linearly from 100 to 500m, not with 20m step.
