Low-Tier Games and Maps

This is quite to my annoyance because I particularly enjoy Abbey and Sand River, and I've found a low-tier tank which is particularly enjoyable (the Hotchkiss) to play. There's not a single valid reason I can think of to restrict the lowest tiers to the oldest maps, aside from maybe making the newer maps an aspirational incentive for grinding (but that's just a really, really dumb reason).
So, how come low tiers can't go to the new maps? Is there a reason for this? Could you change it?
